For each separate project, a design-build evaluation committee shall be established
to review design-build proposals, to determine the best-qualified design-build firms
for specific projects, to analyze bids for design-build projects, and to recommend
to the City Council the award of design-build contracts. The members of the design-build
evaluation team shall be selected by the City Manager, or designee, who shall appoint
the chairperson of the evaluation team. Technical advisors may assist the team, but
shall be subject to the conflict provisions of Chapter 112, Florida Statutes.
