Surplus property may be disposed of by trade, sealed bid, donated, or sold at public
auction depending on the item, its value, or other factors all as may be in accordance
with law and City policy. If the surplus property is determined to be only of scrap
value or have no commercial value, City staff is authorized sell the surplus property
as scrap if possible, or dispose in any other appropriate manner. City Council may
approve of disposal of surplus property that has commercial value by any method other
than as provided herein.
